Bautista The United Nations Industrial Development Organization (UNIDO) calls the grouping of metal processors the Metals and Engineering Industries. In the Philippine context this group consists of the Iron and Steel Industry, the Non-ferrous Metal Industry, and the Metal Engineering Industry (a.k.a. Mechanical Engineering Industry). The Metal Engineering Industry is composed of the Metal Casting (founding and diecasting) sector, the Metal Working sector, and the Metal Finishing sector. The Metal Casting sector is upstream to the other two, providing most of their raw materials. This relationship of the Metal Casting sector with the other Metal Engineering Industry sectors indicates that a truly comprehensive study of the Metal Casting Industry would require an estimate of the needs of the other two sectors' subsectors; namely: the machinery, automotive, and appliance subsectors as a primary market and the heavy equipment, construction, and shipbuilding subsectors as a secondary market. Replacement parts for the iron and steel and non-ferrous industries may be considered as a tertiary market. The Metal Casting sector Every metal product processed by the Metal Engineering industry invariably starts from the Metal Casting sector. It is an inescapable fact, and not an accident, that all the progressive and industrialized countries in the world have good Metal Casting industries from where their manufacturing processes start. It is an axiom of manufacturing that no amount of sophisticated or state- of-the-art processing can produce a product that is of better quality than its raw material, this means that, taking all other things as being equal, the quality of the final products depends largely on the quality of the metal castings produced by the Metal Casting sector, the "raw materials." Since that is the case, the downstream Metal Working sector could and would source their "raw materials" from foreign sources if that is the more advantageous course of action for them -- quality-wise or price-wise. However, the inherent advantage of the local Cetal Casters over foreign Metal Casters is speedy delivery, product consultations, and payment terms. Were it not for these, the local Metal Casting industry would be in more serious trouble.
